7&4 is ONLY on Saturday nights. This does not apply for tasbeha during the week. During the week the tasbeha is different where only the theotokia of the day is said and hymns of that day are said.
It should be the Kiahk Midnight Praises for thursday(each day has its own set of hymns) and saturday all Seven Theotokia's are said with the 4 hoos' thats why its called 7&4
There is supposed to be midnight praises everyday of the year regardless of Kiahk or not. However, as mina said, there MUST be 4 weeks in kiahk, so when there won't be enough weeks, the last Sunday of Hatoor acts as the first of Kiahk. So simply, yes Jan 3rd will be the 4th sunday of kiahk.
