Right or wrong?

Would God be angry at you if you were to break a certain federal law that doesnt really seem against God in any way; for instance, watching movies or live streams online?
Because I know it is written "Obey your leaders and submit to their authority..." (Hebrews 13:17) and I am not sure if that applies to this situation? :)

    If you want to think about this way, everyone receives authority from God.

    I don't want to say that if you disobey the law, you disobey God, but God gave them the authority and you should obey
