According to the rite, when saying Shere Ne Maria during the liturgy. Is it possible to say the long one? Or is this just saved for Holy Thursday and feast days?

imikhail is right. If you notice that the long Praxis response is not called the festive tune but is either called the Grand Melismatic (referring to the two parts (Shere ne maria and theatasmici) being chanted in the long way) or Melismatic (referring to either of the two parts being said in the long way).
