The hours of the Agpeya aren't prayed this day, since the Third Hour is saved for the Liturgy as is the rite of the Pentecost. So instead, Al el Korban is said since it would normally come after the Kirie Eleysons anyway. Hope I helped, and a bless…

From what I've learned, the Pope is not infallible. However the Ecumenical Councils and the decisions that are reached by all of the bishops on behalf of the church are indeed infallible. I will try and find more sources for you. Hope I helped :)
