  If you wanted a biblical response - i hope this one helps:
  
  Matt 5:27 "But I say to you that whoever looks at a woman to lust for her has already committed adultery with her in his heart."
  
  And since adultery is a sin, then yes, looking at her in a sexual manner is a sin also.

  Here is explained that when even a small lust appears by looking at someone in a bad way for example, it mite grow into something bigger. It's just best to avoid it all and not start or grow the lust stronger by looking...
