What is Anba David wearing here?

The only gold i have seen a bishop wearing is the sedraya and the hat and the bornos. I never saw a bishop wearing these sleeves.

what are they called?
when/why do you wear it?
who wears it?
why don't most clergy wear it?

this is a sadreyha with just sleeves. i seen a couple of other bishops wear this.

These sleeves are part of the Sidriya.  There should also be a belt worn by the bishop aka the zeno.

The bishops sidriya is different from a regular priest.

In the Armenian Tradition that just use cuffs that are for the forearm.

The take from this is in continuity with the Old Testament and the vestments of Aaron and his sons.

Bishop David is very traditional and strict in a lot of aspects to the Liturgical Rites.
